Cousin disputes Melvin was in a gang, but Melvin's grandmother said gang members "came after him."
Among the victims was a man shot during a carjacking.
Officer Bernie Domagala was a "true hero," the Chicago Police Memorial Foundation wrote.
The shooting happened Thursday night in the 1100 block of South Sacramento Boulevard.
The man was found shot to death in the 1100 block of South Troy Street.
"There is tangible difference in how we are able to heal in the aftermath. This is progress."
