Ald. Anthony Beale suggested requiring ride-sharing drivers to have a chauffeur's license at airports.

The Finance Committee vote was 17-10, with Aldermen Tunney, Reilly, Maldonado and Ervin opposed.

The development would include a 275-spot parking lot on the building's roof.

A new law would make it more expensive to build residential projects that need special permission.

The contest will name winners in several categories.
