Man Killed on Juneway Believed to be Top Leader of Street Gang: Alderman

ROGERS PARK — The 19-year-old man who was gunned down last week in the courtyard of an apartment building on Juneway Terrace was "allegedly one of the top leaders of a local street gang," according to Ald. Joe Moore.

The 49th Ward alderman wrote in an email to constituents Wednesday that police believed Glenford S. Johnson, who was killed Sept. 11 in the 1600 block of West Juneway Terrace, was responsible for other shootings in the neighborhood.

Moore didn't identify the gang Johnson was believed to have led, but the prominent street gang in the area north of Howard is called the LOCs, or Loyalty Over Cash. Police have said the LOCs are in a longstanding conflict with a Morse Avenue-area gang called the ICGs, or Insane Cutthroat Gangsters.

Rapper Bang Da Hitta, whose given name is Keith Hayer, claims to be a member of the ICGs.

Hayer's car was intentionally set ablaze Saturday on Lunt Avenue.

Moore wrote Wednesday that a "forensic analysis" of the car didn't reveal evidence that an incendiary device was used in the attack, contrary to witness reports. Police over the weekend also denied an incendiary device was used.

"Nonetheless, an intentionally set car fire is a serious offense and cause for great concern," the alderman said.
