"It's a very long project, both construction and time-wise. We realize that," a city spokesman said.

The city is replacing century-old water lines under Milwaukee Avenue and Logan Boulevard.

And the Jardine Bird Sanctuary is off limits to everyone except a few select employees.

Crews couldn't postpone the work because of other projects scheduled this summer, officials said.

But the city says a Flint-style contamination can't happen here.

An end is in sight for the disruptive project, but business owners say sales have slumped.  

The city recommends moving parked cars before the water freezes.
