Supt. Garry McCarthy said most shooting victims in Chicago are gang members or hit by their stray shots.

MARK KONKOL: More detectives and cops on the beat are helping crack the "no-snitch" code, police say.

Known for his roles as a cop and a mobster, he served with the Chicago Police Department for 18 years.

The city's top cop said 109 shootings in 2013 could have been prevented with tougher laws.
