COOK COUNTY CRIMINAL COURTHOUSE — A second person has been charged with abusing a 7-year-old Kenwood boy who was found running along Lake Shore Drive in a dirty diaper earlier this month.

Prosecutors allege the boy was fed sporadically, frequently locked in a closet and beaten and burned with household items over a two-year period.

A doctor who examined the boy said he had more injuries on his body than the doctor had ever seen on one person, Assistant State's Attorney Lorraine Scaduto said in court Oct. 4.

Mother Caroline Woods, 24, was previously charged in the case.

Woods' boyfriend, Andrew Richardson, appeared Thursday in bond court, where prosecutors alleged he burned the child on a stove and took a hot curling iron to the boy's genitalia.

Richardson was arrested this week in Los Angeles after an investigation, prosecutors said. He is charged with aggravated battery to a child and aggravated battery using a deadly weapon.

Police learned about the case Oct. 2 when a good Samaritan spotted the boy running next to Lake Shore Drive in a dirty diaper, according to prosecutors.

Woods and Richardson are accused of routinely beating the boy with an extension cord, baseball bat and pole. The boy was only fed sporadically, prosecutors said, and his diet consisted of protein shakes and cans of okra.

According to prosecutors, Richardson is the father of Woods' 2-year-old daughter; he is not the 7-year-old boy's biological father.

Both children were taken into DCFS custody earlier this month, according to an agency spokeswoman. Woods and Richardson are both being investigated by DCFS on allegations of abuse and neglect.

The 7-year-old boy told police his mother never let him go outside and often left him home alone, court records show.

Cook County Judge Peggy Chiampas on Thursday ordered Richardson held in lieu of $1 million bail. Woods was denied bail by Judge Adam Bourgeois Jr.
