FOREST GLEN — It's been said that a good compromise leaves no one entirely happy. 

Northwest Side aldermen are finding Mayor Rahm Emanuel's proposed budget to be a bit of a mixed bag. Pleased with pothole repair money and other similar projects, Ald. John Arena (45th) said the plan still doesn't address the $550 million pension obligation the city faces by 2016.
