Police Commanders Shuffled in Lincoln Square, North Center

LINCOLN SQUARE — Police districts serving Lincoln Square and North Center both have new commanders as part of a major shuffling of high-level personnel within the Chicago Police Department.

Capt. Cornelia Lott, formerly second in command in the Near North (18th) District, will be the new commander of the Foster (20th) District, according to Chicago Police spokesman Martin Maloney.

The district is bounded by Lawrence and Peterson avenues, Lake Michigan and the North Shore Channel.

Lott, a 23-year department veteran, replaces Cmdr. Kevin Duffin, who was named commander of the Area Central Detective Division.

The Foster District, headquartered at 5400 N. Lincoln Ave., has seen something of a revolving door of commanders in recent years.

James Jones was appointed to the district's top spot in December 2012, replacing Cmdr. Lucy Moy-Bartosik. In 2014, Jones moved to the Grand Crossing (3rd) District, with Duffin tapped as his replacement.

The Town Hall (19th) District is also getting a new commander. Capt. Robert Cesario, a 23-year CPD veteran and commanding officer of central investigations, will replace Cmdr. Elias Voulgaris, who's held the job since August 2012.

The district is bounded by Lawrence and Fullerton avenues, Lake Michigan and the Chicago River.

Voulgaris was made Town Hall commander shortly after the district's controversial merger with the former Belmont District. Headquarters were moved from 2452 W. Belmont Ave. to 850 W. Addison St.

According to Maloney, Cesario focused on fugitive apprehension, financial crimes, major accidents, arsons and working with the FBI violent crimes task force while at the helm of the central investigations team.

Voulgaris will become the commander of the bureau of patrol.
