Uptown Man Tried to Pass Bus on Right in Fatal Edgewater Crash, Police Say

CHICAGO — The driver of a car that struck and killed a 71-year-old man in Edgewater Wednesday caused the multi-car crash by trying to pass a stopped CTA bus on its right side, police say.

Vladimir Tsemekhman, 58, of the 800 block of West Belle Plaine Avenue, was charged with reckless homicide in connection with the death of Frank Kiley, who was loading a car with food he had just received from a local food pantry.

Tsemekhman was driving a maroon Ford Focus north in the 5300 block of North Sheridan Road about 11:15 a.m. at a high speed and failed to stop at a red light, police said.

He tried to drive by a CTA No. 147 bus on its right side and ended up striking Kiley, who was loading his car, police and witnesses say.

The collision set off a chain reaction involving four vehicles, including the bus.

Kiley was pronounced dead at the scene while four others were sent to area hospitals.

Tsemekhman also was ticketed for reckless driving, failing to show due care when a pedestrian is in the roadway, disobeying a red light, failing to reduce speed and failing to keep in lanes.

He is due in court Friday.
