Chicagoans have until Nov. 30 to apply for a rebate on their property taxes, officials said.

Ald. John Arena (45th) and Ald. Nicholas Sposato (38th) voted in favor of the property tax increase.

One alderman called city leaders "bullies" for adding taxes instead of cutting their own pay.

Mayor Rahm Emanuel emphasized that $544 million would be for police and firefighter pension payments.

Ald. Anthony Beale called it "not a total compromise," as Ald. John Arena OK'd it as "best we could do."

Ald. Anthony Beale suggested requiring ride-sharing drivers to have a chauffeur's license at airports.

The Finance Committee vote was 17-10, with Aldermen Tunney, Reilly, Maldonado and Ervin opposed.

Budget Director Alexandra Holt estimated a 12.2 percent increase for homeowners.

The meeting will take place at 6 p.m. Wednesday at Taft High School.

Corporation Counsel Stephen Patton said the city needs state permission to impose the new tax.

"Every once in a while, these things happen," Police Supt. Garry McCarthy said of his Council dust-up.

Ald. Anthony Beale charged McCarthy is "not the smartest person in the room" and needs to listen more.

Residents made it clear at Monday's town hall that they're not happy with the mayor's proposed budget.

A proposed property tax hike would unfairly burden residents of the 41st Ward, Ald. Napolitano said.

Ald. Anthony Beale suggested putting the garbage collection fee proposal "right in the garbage."
