Teen Gunman Hit Innocent Bystander In Fatal Park Manor Shooting: Prosecutor

COOK COUNTY CRIMINAL COURTHOUSE — A 17-year-old has been charged in the Park Manor shooting that killed one person and wounded two others in August.

Jarvis Hayes, 17, was denied bail Thursday by Cook County Judge James Brown, who called the teen "a great danger to the community."

Prosecutors believe Hayes was the gunman who fatally shot Mahdi Herring, 19, about 12:15 p.m. Aug. 27 as part of an ongoing gang feud. Two others were shot and survived: a 16-year-old boy and a 34-year-old man.

According to prosecutors, Herring and the 16-year-old were standing near 71st Meat Market in the 7100 block of South Rhodes Avenue when they noticed Hayes and an accomplice approaching about 12:15 p.m. Aug. 27.

Hayes is a member of the Black Disciples street gang, prosecutors said, while Herring and the 16-year-old are part of a rival gang.

Herring and the 16-year-old soon crossed the street to avoid Hayes and his accomplice, Assistant State's Attorney Jamie Santini said during a bond hearing Thursday.

That's when Hayes and the accomplice began taunting Herring and his friend, suggesting they were cowards for walking away, according to prosecutors. A verbal argument soon turned physical, Santini said, and Hayes punched the 16-year-old in his face.

When Herring tried to intervene in the fight, Hayes and his accomplice pulled out guns and began shooting, prosecutors said.

Herring was fatally shot in his back, arm and head, according to authorities, and was later pronounced dead at Northwestern Memorial Hospital.

The 16-year-old suffered a through-and-through gunshot wound to his right thigh, Santini said. And a 34-year-old man who happened to be in the area when bullets started flying was shot in his back and survived.

Hayes was arrested Wednesday and confessed to the shooting, prosecutors said. He is charged as an adult with first-degree murder and attempted first-degree murder.

As a juvenile, Hayes was arrested for robbery, battery, aggravated unlawful use of a weapon and defacing a firearm, Santini said.

Police do not release booking photos of minors, even when they are charged as adults.
