COOK COUNTY CRIMINAL COURTHOUSE — Joshand Roan, 20, was charged with aggravated discharge of a firearm and two counts of armed robbery after a string of shooting incidents, including the theft of a security guard's weapon, prosecutors said Thursday.
Roan was arrested this week when police pulled him over for not wearing a seatbelt, according to an arrest report. The officers found a warrant for the April shootings when they ran Roan's name.
The chain of events started on April 14, Assistant State's Attorney Erin Antonietti said during a bond hearing.
Two men, both security guards, were headed to the 1500 block of East 73rd Place because one of the men wanted to return $10 he had borrowed from someone, police and prosecutors said.
When the men arrived — still in uniform — they were told to "come around back" and drive through an alley, according to Antonietti.
Roan walked up to the car and one of the guards reached out his hand to give Roan $10. Then Roan took the guard's gun from his shoulder holster, prosecutors said. The two guards drove away, and Roan shot at the car as they left, authorities said.
On the day of that shooting, Roan was on parole for a 2013 conviction for aggravated unlawful use of a weapon, prosecutors said. The parole was successfully completed two days later, on April 16.
Two weeks later, on April 28, Roan spotted one of the guards at a local gas station, Antonietti said. Roan asked him, "How did it feel to have a gun pointed at you?" she said.
As the guard began walking away along the 7500 block of South Kenwood Avenue, Roan opened fire, according to prosecutors. Police in the area heard the gunshots and found the guard's cellphone and hat laying on the ground, Antonietti said. The hat had a bullet hole in it.
No one was hurt, but the shooting took place less than two blocks from James Madison Elementary, 7433 S. Dorchester Ave.
Roan was arrested Wednesday morning when officers pulled him over for not wearing a seatbelt. Roan, of the 6700 block of South Dorchester Avenue, was ticketed for not wearing a seatbelt and failing to produce his driver's license.
He was also charged with aggravated discharge of a firearm and two counts of armed robbery.
Cook County Judge Peggy Chiampas on Thursday ordered Roan held without bail.
