VINEGAR HILL — The owner of a Front Street parking lot is looking to rezone the property so he can build a nine-story residential building there, documents show.

The plan calls for a 110,795-square-foot residential building with 92 apartments at 251 Front St., between Bridge and Gold streets, according to documents filed with the Department of City Planning.

Owner Paul Tocci is asking the city to change the zoning on the property from R6B to R7A, which would double the density and height of what can be built on the lot, capping the new building at 90 feet, New York YIMBY reported.

The new building will include 23 affordable units available to households making 60 percent of the area median income, or $48,960 for a family of three, records show.

The building, designed by Downtown Brooklyn-based Think Architecture and Design, will also include a 35-space parking lot. 

Property records show that Tocci bought the property from the Catholic Church in 1992.

He owns a few other properties in the area, and his development firm Constellation Group is behind a five-story condominium at 85 Hudson Ave. and a seven-story condominium at 109 Gold St., YIMBY reported.
