Suspect in City Hall Staffer Hit-and-Run Turns Herself In

MANHATTAN — The Bronx woman believed to be responsible for a hit-and-run accident that left a City Hall staffer brain dead over the weekend turned herself in on Tuesday afternoon after a two-day police hunt.

Cindy Jasmin, 31, of the Bronx is the owner of the green Acura that struck down Erinn Phelan, 22, on Flatbush Avenue in Brooklyn early Sunday morning.

Phelan, an employee in the mayor's office of volunteerism, pushed her friend, Alma Guerrero, 23, out of the path of the oncoming car and was run down and nearly killed. Phelan was declared brain dead but thanks to her efforts, Geurrero is in stable condition.

The car was found abandoned near the Atlantic Avenue subway station and police have been searching for Jasmin, the car’s owner, since the hit-and-run incident. She turned herself in and is currently being processed for an open warrant in Bronx criminal court, police said.

Mayor Michael Bloomberg and NYPD Commissioner Raymond Kelly visited with the families of his staffer and her friend at the hospital on Sunday evening.
