Franklin Reyes apologized for hurting the Russo family, words they said were "too little, too late."

Franklin Reyes pleaded guilty to manslaughter Thursday in the death of Ariel Russo.

Franklin Reyes was arrested for dragging an officer 100 feet after being pulled over, police said.

A judge is holding Franklin Reyes on $50,000 bail after he was indicted for petit larceny. 

Franklin Reyes, who killed 4-year-old Ariel Russo, is now accused of stealing from a Chelsea apartment.

Franklin Reyes' lawyer said he hoped the accident would not follow his client all his life. 

West 97th Street and Amsterdam Avenue was named after the 4-year-old girl killed there last year. 

Emergency response was delayed by a 911 operator, the late 4-year-old's parents said via their lawyer.

The investigation found human error, not technical problems with the city's 911 call system. 

Reyes told his lawyer he might have lost control of his SUV because of a pothole in the street. 

The northeast corner of West 97th Street and Amsterdam Avenue would have a sign honoring the child.

Ariel Russo, 4, was hit and killed walking with her grandmother on the Upper West Side.

Katia Gutierrez was sent home in an ambulance Wednesday morning, weeping softly as she was transported.

The Russo family testified before the city council during a hearing on the emergency response system.

The parents are suing the city for $40 million, claiming the new system caused a delay.
