ELMHURST — The mother who strangled her daughter with a phone cord — and called up 911 to confess — told police she also planned to kill herself, but changed her mind, officials said.

Shangbo Xiangshengjie, 33, killed 1-year-old Sanggye Lhakyi Tuesday evening inside her Elmhurst Avenue apartment, while her husband was at work, police officials said.

Her plan was to kill herself after murdering her daughter, she told police.

But instead she called 911, telling an operator that she killed her baby, according to Chief of Detectives Robert Boyce, who discussed the murder at an unrelated press conference.

Xiangshengjie also confessed the crime to a boarder who rents a room at her apartment, he said.

She was arrested and charged with second-degree murder, and is currently undergoing a psychiatric evaluation at Elmhurst Hospital, police said.

Boyce said they're still investigating her motive, but added that the mother is "from a part of China where this is a cultural issue, from what I'm told," he said.

She told investigators she was dealing with family issues back home, he said.

Xiangshengjie is expected to be arraigned following the psychiatric evaluation, officials said.
