Cadman Plaza Park Maintenance Building to Become Food Stand, City Says

BROOKLYN HEIGHTS — The city is looking for a food vendor to serve healthy, ethnically diverse cuisine from a forthcoming concession stand at Cadman Plaza Park.

The Department of Parks and Recreation released a request for proposals (RFP) Monday for a cafe operator to take over the maintenance building at Tillary Street and Cadman Plaza West for the concession stand.

The new concession stand operator would be responsible for restoring the one-story, 450-square-foot building that’s currently used by parks maintenance staff.

The Parks Department is looking for business operators with experience in the food industry to sign a 15-year agreement with the park starting in spring 2017, the RFP said.

The park’s maintenance operation would relocate to another building once the concession stand opens.

The agency said it will favor proposals that offer ethnically diverse, affordable and healthy food options, as well as those that include “green building” design elements and use environmentally friendly products for the renovations. 

“Parks is looking for a concessionaire to develop the facility into a high-quality food concession that would add to the ambience of Cadman Plaza Park and serve as an amenity to park goers,“ the RFP states.

The new concession stand will also be allowed to serve alcohol, pending a license from the State Liquor Authority. 

The stand would be open during park hours only, but may hold special events subject to city approval. 

The operators will be allowed to install outdoor seating and tables for customers.

If the stand provides 20 or more seats for customers outside, the new business will have to provide a public restroom, according to the RFP.  The maintenance building currently has a private bathroom used by Parks Department employees.

The stand at Tillary Street is being planned along with another concession stand that’s been proposed for the north side of the War Memorial Building as part of the Brooklyn Strand project, which seeks to revamp parks, plazas and walkways from Borough Hall to the waterfront, according to the Brooklyn Daily Eagle.  

Potential cafe operators are asked to submit drawings showing the stand’s proposed layout and appearance, a detailed operation plan, price lists, a detailed menu, and other business plans to the Parks Department by Nov. 3 at 3 p.m.

The agency will hold a site tour with applicants on Oct. 6. at 1 p.m. Interviews with finalists will be held the week of Dec. 6.
