Off-Duty Officer Who Shot Unarmed Man Never Gave Him Aid, Brother Says

WASHINGTON HEIGHTS — The brother of 37-year-old Delrawn Small-Dempsey, who was seen on video being shot by an off-duty officer after a July 4 road rage incident, said Thursday he was angered the officer didn't even check on Delrawn after he was shot.

“In that video did you see him go over there and check to see if my brother was still breathing?” asked Delrawn’s brother, Victor Dempsey, during a press conference at the Malcolm X and Dr. Betty Shabazz Center in Washington Heights.

“Did you see him check to see if he was alive?”

Victor was joined by Delrawn’s girlfriend, Zaquanna Albert, 35, who was in the car with Delrawn before he was shot, and his niece, Amelia Seward, 26.

Other people who lost family members to police violence — including Akai Gurley’s aunt Hertencia Petersen — also told their stories during the event.  

Meanwhile, Albert described Delrawn as a “gentle giant” and caring father.

“Now I have to raise my son that I was dying for like forever, and raise him by myself,” she said. “And I’m just really hurt.”

Delrawn was pronounced dead at the scene.

Officer Wayne Isaacs appeared to shoot Delrawn almost immediately after the man approached his driver’s side window, according to security video.

Delrawn, who was unarmed, staggered through the street before finally falling to the ground between two parked cars, the video shows.

Isaacs then appears to get out of his car, walk over to look at Delrawn and then make a phone call.

The New York Sate Attorney General is investigating the incident.
