CARROLL GARDENS — A new commercial building is coming to Smith Street, according to a permit filed with the Department of Buildings.

The two-story structure, which will be 10,000 square-feet, is slated for a longtime vacant lot at the corner of Smith and Douglass streets. 

Second Development Services filed the permit and OCV Architects is listed is as the architect of record, according to city documents. 

SDS and OCV Architects did not respond to requests for comment.
