LONGWOOD — Police have arrested a man suspected of killing a 21-year-old during an argument near the victim's home.

Osiris Mosely, 24, has been charged with murder and criminal possession of a weapon in the death of Richard Kelly, which occurred around 10 p.m. on Jan. 12 in front of 835 E. 152nd St., close to where Kelly lived, according to police.

Mosely had just left a local liquor store when he got into a dispute with Kelly and opened fire, police said.

Officers released a dramatic video of the crime they say shows Mosely raising his weapon and shooting several rounds before fleeing the scene.

Mosely has 12 prior arrests dating back to 2006 for charges including aggravated harassment, disorderly conduct and resisting arrest, according to police.
