NEW YORK CITY — The National Weather Service issued a hazardous weather warning for Monday with strong winds expected to keep New Yorkers cold.

While the sun will be out and a high of 35 degrees is expected, the wind chill will make it feel like it's close to zero, according to the weather service.

Temperatures were expected to shoot up on Tuesday, the weather service reports, with a high of 45 and 90 percent chance of afternoon showers.
