Noose Found Hanging at 1 World Trade Center

DOWNTOWN — A construction worker returning from holiday break found a noose hanging on the 64th floor of 1 World Trade Center Tuesday morning, the Port Authority said.

Port Authority Police Department detectives are investigating the incident as a hate crime, after a construction foreman returning to work from the holiday weekend found the noose hanging from a cable shortly after 9:30 a.m., officials said.

“The Port Authority Police Department places the highest priority on crimes motivated by hate and bias,” the agency said in a statement. “We believe aggressive enforcement action sends a clear message that this behavior will not be tolerated.”

The noose was not hanging in the building Friday evening when workers left for Christmas break, the Port Authority added.

It was not immediately clear what sparked the incident or whether there was an ongoing dispute between any workers who had access to the floor.
