MANHATTAN — Gov. David Paterson’s letter to supporters Thursday morning put a positive spin on his lack of campaign cash, attributing his low funds to an "outsider" status.

The letter, which said he would be officially announcing his campaign for governor on Feb. 20 in Hempstead, Long Island, and in Harlem on Feb. 21, denounced "pundits, prognosticators, and politicians" for measuring success by how much money a candidate had raised from "Albany insiders and special interests."

"Well, here's a news flash for the media — the Albany insiders don't like me," Paterson’s letter read.

"This announcement is your chance to show the insiders that you already have a Democratic governor who is putting the people first."

The governor’s assumed Democratic rival, Attorney General Andrew Cuomo, has $16 million to the governor’s $3 million — a much-reported $13 million sore spot for Paterson.

The governor’s official announcement in Harlem will take place Sunday, Feb. 21 at "Our Children’s Foundation" on 125th Street at 2 p.m.
