A man snatched a German tourist's purse before beating her as she lay on the ground, video shows.

He was found bleeding at West 142nd Street and Frederick Douglas Boulevard, police said.

The person was hit at Fredrick Douglas Boulevard and West 142nd Street Wednesday. 

Video shows an officer pointing a gun at bystanders in West Harlem and then punching one of them.
