A plan for East River berms won federal funding, as did proposals in The Bronx and Staten Island.
There will also be a $100 million grant competition to fund projects that enhance the wildlife habitat.
Mayor Bloomberg said the federal Sandy relief money will fund grants and loans for businesses and homes.
Former President Bill Clinton said the fund will invest in infrastructure for areas affected by Sandy.
The 222-unit development grew out of a competition to design healthy, eco-friendly affordable housing.
Rafael Cestero has held the position for less than two years.
