Man in Holding Cell Threw Cup of Urine at Officer, Prosecutors Say

ST. GEORGE — A man arrested for choking a woman threw a cup of urine at an officer while inside a holding cell, prosecutors said.

Kevin Washington, 35, of West Brighton, was inside a holding cell at the 120th Precinct on Tuesday after his arrest. An officer walked past and Washington threw a cup of urine through the bars, according to his criminal complaint.

Washington, who's a member of the WB Bugotti Boys gang, was inside the holding cell after he was arrested for attacking a woman inside the West Brighton Houses, prosecutors said.

On March 19, Washington choked the woman inside the building at about 2:30 p.m. until she passed out, police said.

When she woke up, Washington then punched and kicked her in the head and torso, which caused her for fall down a flight of stairs, police said. He was arrested Tuesday for the attack.

Washington was charged with aggravated harassment of an employee by an inmate, obstructing governmental administration and harassment at his Tuesday arraignment for throwing the urine, the Staten Island District Attorney's office said. His bail was set at $5,000.

He was arraigned again on Wednesday for attacking the woman and was charged with strangulation, assault, criminal obstruction of breathing and harassment, the DA said. His bail was set at $7,500.

Washington was also arrested March 20 for drug possession charges and pleaded guilty to operating a motor vehicle while intoxicated in 2009, according to online court records.

His lawyer did not respond to a request for comment.

Other notable crimes in Staten Island include:

► Police found 85 glassine envelopes of heroin on a man after they stopped him for driving with a suspended license, authorities said.

Jeffrey Torres, 40, was stopped by officers Tuesday at about 1 p.m. at the corner of Burke Avenue and Victory Boulevard when they found 50 glassines of heroin stamped "Level 9" and 35 unstamped in the car, police said.

He was charged with criminal possession of a controlled substance, aggravated unlicensed operation of a motor vehicle and driving without a license, the DA said. His bail was set at $10,000.

His lawyer did not immediately respond to a request for comment.

► A couple stole nearly $2,500 worth of items from pharmacies across the borough, prosecutors said.

Joe Ballew, 27, and Roxanne Rogers, 26, swiped the items from several CVS and Duane Reade locations from Feb. 25 to March 15, according to their criminal complaint.

They were arrested Wednesday and charged with grand larceny, petit larceny and criminal possession of stolen property at their arraignment, the DA said.

Ballew was previously arrested in 2011 after he stole 143 bottles of nail polish from a pharmacy, the Staten Island Advance reported.

Rogers' lawyer did not want to comment for the story. Contact information for Ballew's lawyer was not immediately available.

► A man stole a coffee maker and baby formula from Target, prosecutors said.

Nicholas Palumbo, 26, went into the Target at 2873 Richmond Ave. on Feb. 19 and swiped a Keurig coffee maker and Enfamil baby formula, according to his complaint.

He was arrested Wednesday and charged with petit larceny and criminal possession of stolen property, the DA said. Palumbo was released without bail.

His lawyer did not immediately respond to a request for comment.
