City Planner To Take Over as District Manager of Bronx Community Board 4

CONCOURSE — Paul Philps from the Department of City Planning has been named the new district manager of Bronx Community Board 4.

The board, which covers South Bronx neighborhoods including Highbridge, Concourse, Mount Eden and Concourse Village, has been without a district manager since Jose Rodriguez stepped down last fall after serving in the position for roughly seven years.

Board members elected Philps as the new district manager at their March meeting, but his official start date in the new position is still unclear.

Philps, who declined to comment for this article, is currently a senior planner and team leader at the Department of City Planning, where he has worked on developing strategies for economic growth and implementing work programs in the South Bronx, according to his LinkedIn page.

John Howard-Algarin, a member of Bronx Community Board 4, said Philps is an ideal choice to be the new district manager, describing him as a stakeholder in the neighborhood who is "intimately familiar" with the workings of the city.

"He was a good pick. I’ve seen him give presentations," he said. "He’s articulate. He is energized. He is intelligent."
