Second Man Reported Missing from South Beach Psychiatric Center, Police Say

OCEAN BREEZE — A second man this month has gone missing from a Staten Island psychiatric center, police said.

Celso Torres, 44, was last seen leaving South Beach Psychiatric Center, at 777 Seaview Ave., at 2 p.m. Monday, but wasn't reported missing until Tuesday, police said.

Torres is the second person reported missing in two weeks from the grounds. John Heppard, 45, was last seen at his residence at the facility on June 5 and was reported missing June 7, police said.

Both men were still missing as of Friday afternoon, police said.

Torres was last seen wearing a white T-shirt, gray jeans and white sneakers, police said. He's described as 5-foot-9 and weighing 160 pounds.
