MANHATTAN — Every car in traffic-congested Manhattan represents $128 worth of lost time each day, according to traffic expert Charles Komanoff.

Komanoff calculated in precise detail the environmental and economic impact of every car, bus, truck, train, bicycle and pedestrian moving around the city.

Charging every driver who enters midtown Manhattan's central business district $16 could unsnarl Manhattan traffic, according to Komanoff.

Instead of every New Yorker footing the bill for road repairs, air pollution and losing time in gridlocked traffic, individual drivers should pay up for every trip, he told the Wall Street Journal's Metropolis blog.

Komanoff, an avid cyclist profiled in this month's Wired magazine, suggests the proceeds from congestion pricing should go to upgrading public transport.
