Baby-faced pop sensation Justin Bieber wants to party in New York - but he needs permission from a judge concerned the 16-year-old idol, adored by thousands of teenage girls, could be exploited in the big city.

The Canadian singer is planning to write and record his next album in studios around Manhattan, according to legal papers filed in  Supreme Court.

But record execs representing the youngster - who still lives at home with his mom - need a judge to approve his contract to make sure they're not taking advantage of the minor.

His mother, Pattie Mallette, also had to tell the judge her son - who is getting a $400,000 advance on his new CD from recording company Universal - had cleared his proposed trip with her.

The legal papers say that Bieber is "providing his services as a recording artist in recording studios located in New York City."

But they stress the visit won't get in the way of his school work.

"The foregoing services rendered by the minor shall not, however, require excessive time as to interfere with the minor's education and welfare," the filing says.

During a visit to New York last year, he was followed by 3,000 teen fans who were so out of control 35 police units had to be called in and his scheduled appearance in Long Island canceled.

This week his adoring followers started sending Kim Kardashian death threats after their heartthrob met her at last weekend's White House Correspondent's Dinner and called her his "girlfriend." He had to release a statement urging his fans to stop.
