MANHATTAN — The woman allegedly responsible for a hit-and-run that left a City Hall staffer brain dead turned herself in to police Wednesday after her sister was initially suspected as the driver.
Frances Jasmin, 28, of the Bronx, was allegedly behind the wheel of the car that struck 22-year-old Erinn Phelan in Brooklyn on February 21, leaving the victim brain dead and on life support, NY1 reported.
The alleged driver’s sister and the owner of the vehicle, Cindy Jasmin, 31, also of the Bronx, surrendered to police on Feb. 23 after a two-day search.
After turning herself in, Cindy Jasmin stated through her lawyer that her sister, Frances, had actually been driving when the accident occurred.
Frances Jasmin has now been charged with leaving the scene of an accident.
Phelan, an employee in the mayor's office of volunteerism, was nearly killed after pushing her friend, Alma Guerrero, 23, out of the path of the oncoming green Acura.
The car was later found abandoned near the Atlantic Avenue subway station, leading police to the owner, Cindy Jasmin.
Frances Jasmin reportedly suffered a mental breakdown after the accident and checked herself into a hospital.
"Erinn is a fighter, and all of us here at City Hall — and from around the city — are pulling and praying for her," Mayor Michael Bloomberg said in a statement.
