THE BRONX — An NYPD officer assigned to the troubled 42nd Precinct paid a teenager to have sex with him on several occasions and recorded the acts on video, according to a 67-count indictment unsealed in court Tuesday.
Officer, Raul Olmeda, 40, who pleaded not guilty, was already under investigation for tax fraud when investigators discovered that he had targeted the teenager, authorities said.
In March, authorities raided his Bronx apartment under a search warrant and seized a computer, cellphone, video camera and numerous encrypted external hard-drives, prosecutors said.
They discovered recordings that Olmeda had made beginning in January through April of him performing various sex acts with the girl and others, Bronx District Attorney Darcel Clark said.
After the recordings were seized, the officer continued to victimize the young girl twice more and began his own investigation into the Internal Affairs Bureau investigation into him. He searched for his name in an NYPD database and even had a "My Investigation" folder on his Dropbox account, prosecutors said.
At one point, there was a conversation recorded of him trying to persuade his victim not to go to police, admitting that she was underage, and saying he could be charged with rape, prosecutors said.
He alo kept a Power Point presentation titled “The List" that tracked the names, birth dates and photos of women he slept with since 1989, including some who also appeared to be under age, prosecutors said.
Olmeda's lawyer, Stuart London, said he would fight the indictment, which he tried to minimize.
“This isn’t numerous underage women. This seems to be one underage woman and we don’t know her credibility at all," he said, adding that his client's fiancé has brain cancer and he is not a flight risk.
The charges against Olmeda included sexually motivated felony, use of child in a sexual performance, rape, aggravated patronizing a minor for prostitution, promoting an obscene sexual performance by a child, tampering with a witness, official misconduct and unauthorized use of a computer.
It was not immediately clear if he made bail.
Clark, who has promised to prosecute police officers who break the law, was clear that she took the charges seriously.
"The defendant preyed on the vulnerable young woman and videotaped his demeaning and dehumanizing acts," she said. "It is especially disturbing that these crimes are alleged against a member of the NYPD."
This is the second allegation to be leveled against NYPD officers in recent weeks.
"The nature and scope of the charges in this indictment are egregious. The fact that the defendant is an NYPD officer evidences an unconscionable violation of his oath to uphold the law and protect the public," said NYPD Commissioner James P. O’Neill.
Prosecutors said more charges may be pending.
