Driver Who Hit Woman While Being Chased by NYPD Turns Self In, Sources Say

BEDFORD-STUYVESANT — A man wanted for running down a 71-year-old woman while leading police on a chase after a robbery turned himself in to authorities on Tuesday night, according to sources and a family member.

Todd Foy, 34, surrendered to police at the NYPD's 79th Precinct stationhouse in Bedford-Stuyvesant, sources said.

Foy is accused of stealing a woman’s purse in Williamsburg on Jan. 10.

When officers moved in to arrest him he fled in a van, prompting a chase through Brooklyn, officials said.

As he drove through Bed-Stuy, Foy struck a 71-year-old woman, several parked cars and a marked police vehicle before fleeing the scene on foot, according to police.

The woman suffered a broken leg and was taken to Brooklyn Hospital Center, officials said.

Foy turned himself in after a call with his cousin, Kirsten John Foy, an activist and Northeast Regional Director for the National Action Network.

“The top priority was to prevent any potential further harm to the community, to the officers, and certainly to Todd,” Kirsten John Foy said.

“Whatever legal issues will be sorted out and worked through in the courts… When he called me and said, ‘I think they’re looking for me,’ we discussed it and he, to his credit, made the right decision and I fully supported it.”

The activist and minister accompanied Foy to the precinct on Tuesday, he said, adding that they made contact with police prior to surrendering and detectives ensured the process went smoothly.

“Quite frankly, as a community organizer, that’s the kind of thing that works to build relationships between police and community, when we’re ready to cooperate we have a partner in that cooperation,” Kirsten John Foy said.

News of the arrest was first reported by The Daily News.

Todd Foy faces charges including burglary, grand larceny, leaving the scene of an accident and second-degree vehicular assault for the Jan. 10 incident, according to police.

He had not been arraigned as of Wednesday morning, officials said.

Information about Foy's lawyer was not immediately available.
