Affordable Housing Complex with Charter School Coming to the South Bronx

MORRISANIA — An affordable housing complex with a charter school on the ground floor and apartments for less than $500 a month is on its way to the South Bronx.

The company Phipps Houses, which operates multiple buildings in The Bronx, is developing another one at 600 E. 156th St. with 175 units: 11 studios, 55 one-bedrooms, 81 two-bedrooms and 28 three-bedrooms, including one for the superintendent.

Eighteen of the apartments have no minimum income requirement and a maximum income requirement of 30 percent of area median income. The remaining apartments will be available for households earning between $14,677 and $94,224 per year, or between 30 and 80 percent of AMI.

Phipps has proposed that up to 10 percent of apartments be for the formerly homeless, and rents will be broken down as follows:

• Studios: one for $215, one for $328, three for $600 and six for $1,048
• One-bedrooms: six for $283, six for $420, 17 for $760 and 26 for $1,320
• Two-bedrooms: eight for $425, eight for $510, 24 for $918 and 41 for $1,589
• Three-bedrooms: three for $512, three for $583, eight for $1,054 and 13 for $1,831

The building will include space for an additional location for Brilla College Prep, an existing charter school in the South Bronx, as Phipps spokesman Thomas Brande maintained that a school would be a better use of the ground floor than retail given that the building will be in a very residential neighborhood. The school's new branch will serve students in kindergarten through fourth grade.

Phipps Houses anticipates starting construction in December 2017 and finishing it in December 2019. Prospective tenants will be able to start applying for apartments in early to mid-2019 and should be able to move in by January 2020.
