HELL’S KITCHEN — The owners of a slew of Manhattan watering holes including The Stumble Inn, Jake’s Dilemma and Down the Hatch are eyeing a Ninth Avenue building for a new “tavern-style restaurant.”

NYC Best Bars — which also operates Hair of the Dog on the Lower East Side and Off the Wagon in the Village — hopes to open the establishment inside a two-story building at 674 Ninth Ave., between West 46th and West 47th streets. The details were included in an email sent by an NYC Best Bars operating partner to the Manhattan Plaza Tenants Association.

The restaurant would likely have a kitchen, dining room and bar on the ground floor, and a private event space and bar on the second floor, the email said.

“My company has an excellent reputation for operating the kind of neighborhood bar and restaurant that we feel would be a nice addition to your community,” it stated, adding the venue is planning to request a 4 a.m. closing time

“We need a full 4 a.m. license, as we cater to the employees of the hospitality industry that work in the area, in addition to our regular customers,” the email said. “We do not use promoters and have licensed security professionals on duty every evening.”

The proposed restaurant location currently houses Empire Tailors & Cleaners and JMC Custom Framing.

The owner of the tailor shop, who declined to give her name, said Monday she’d been in touch with NYC Best Bars but had no definite plans to vacate the space yet.

A manager at the framing shop, who subleases his space from Empire Tailors, said his landlord recently came to the store with a prospective tenant and architect to survey the space and measure its dimensions.

His sublease is up for renewal next year, and he’s not sure whether he’ll move to another location or be able to stay there.

“I don’t have the lease — I just [have] the sublease,” said the manager, who identified himself as Candido. “[The tailor shop owners are] not sure yet.”

A few years ago, one of NYC Best Bars' venues — The Stumble Inn on the Upper East Side — drew complaints from locals who claimed it was a "drunk mill" for young, noisy patrons

The company's operating partner and staff at several of the bars owned by NYC Best Bars did not immediately respond to requests for comment Monday.
