Man Sentenced to 22 Years for 2014 Killing of Chinese Food Deliveryman: DA

MARINERS HARBOR — The third man involved in the 2014 fatal shooting of a Chinese food deliveryman was sentenced to 22 years in prison Tuesday, District Attorney Michael McMahon announced.

Otoniel Carty, 20, previously pleaded guilty to attempted murder after he and two others attempted to rob Richard Salvia, 50, who was fatally shot in the head during the scuffle, McMahon said.

"The victim in this tragic case was simply working an honest job when Mr. Carty and his co-defendants lured him to a desolate area and ambushed him," the DA said. "With all three defendants now sentenced for their role in this cold-blooded killing, the people of Staten Island can rest easy knowing that justice has been served."

On April 1, 2014, Carty, James Sanders and Devin Hill placed a fake order to the Chinese restaurant where Salvia, of Turnersville, N.J., worked then attempted to rob him by gunpoint him when he delivered the food to 244 Grandview Ave., prosecutors said.

During the robbery, Sanders held a gun to Salvia's chest while Hill rifled through his pockets and Carty — who provided the gun — acted as a lookout, authorities said. When Salvia tried to run, Sanders shot him in the head.

Salvia was taken to Richmond University Medical Center where he was pronounced dead, police said.

Police found $134 and his car keys on Salvia and — after catching them on surveillance video — arrested the trio days later, sources previously told DNAinfo New York.

Earlier this summer, Sanders, 19, pleaded guilty to two counts of murder and was sentenced to 16-and-a-half years to life behind bars, McMahon said.

He was also sentenced to 14 years in prison for attempted robbery and criminal possession of a weapon, to run concurrent with his murder charges, prosecutors said.

Hill, 22, pleaded guilty to attempted robbery and was sentenced to 15 years behind bars, McMahon said.
