ASTORIA — A housing lottery opened Thursday for below-market-rate apartments in the neighborhood, with rents as low as $947 a month for a one-bedroom.
Renters have until July 22 to apply for just six affordable units at 11-07 Welling Court, a building under construction near the Astoria waterfront off of Vernon Boulevard.

Single applicants need to make between $32,469 and 38,100 a year to qualify, while two-person households need to make between $32,469 and $43,500, according to the Department of Housing and Preservation.
The building — located on a block known for its colorful street art — will have a fitness center, package room and parking, according to the HPD's ad.
Queens Community Board 1 residents will be given preference for half of the units.
