Man Found With 70 Bags of Heroin Arrested, Prosecutors Say

NEW BRIGHTON — An ex-con was arrested after police found 70 glassine bags of heroin on him, prosecutors said.

Quentis Foster, 39, of the Bronx, was arrested Saturday at 6:30 p.m. after officers saw him near Benziger and Westervelt avenues throwing the heroin to the ground, prosecutors said.

Foster was charged with criminal possession of a controlled substance at his Sunday arraignment, according to the Staten Island District Attorney's office.

He was arrested last year with three others after police found heroin and crack inside the car he was in. He also spent time behind bars for attempted murder for his role in the 1992 killing of a cab driver during a botched robbery, the Staten Island Advance reported.

Foster's bail was set at $5,000 cash and he's due back in court on Friday, according to online court records.

His lawyer did not want to comment for this story.
