Ex-Con With 'Brooklyn' Tattoo Regularly Masturbates on Subway, NYPD Says

MANHATTAN — An ex-con with "Brooklyn" tattooed on his right arm has been spotted masturbating and flashing women on subway trains in Manhattan five times since March 28, police said.

Kenneth Wiley, 33, and who's been in and out of prison since 2003, will often sit in front of women on trains and ask them a question while touching himself, NYPD officials said.

The first time it was reported was after an incident March 28 about 1 p.m. when he sat in front of a 27-year-old woman on the F train and asked her if it was an express, police said. He fled the train at the West 47th Street station, police said.

He behaved similarly on E, 1 and N trains April 1, April 29 and April 30, police said.

On April 29, he sat in front of a 40-year-old straphanger on a Brooklyn-bound E about 5:35 p.m., but then left the train at Chambers Street, police said. Five minutes later, he got onto another southbound E train where he asked a 23-year-old woman a question before exiting at Canal Street and flashing her, police said.

Wiley, who is 6 feet and 195 pounds, has "Brooklyn" tattooed on his arm and the word "Browns" on his hand, police said.

He was last seen wearing a gray jacket, black hat and black jeans, police said.

Wiley was sent to prison in April 2003 for criminal sale of a controlled substance and grand larceny, records show. He was released that October.

Two years later, he was convicted for criminal sale of a controlled substance and spent the next five years behind bars, records show.

He was released in December 2010 only to return to prison in May 2011 on a parole violation, and continued this pattern every year until April 2013 when he was paroled, records show.

In August 2013, he broke into four Manhattan buildings and stole an iPhone, a wallet, credit cards, debit cards, a laptop, a computer monitor and keyboard all of which totaled more than $2,000, prosecutors said.

His parole was due to end in 2017, but he's absconded from parole supervision, records show.
