Man Arrested for Filming Woman Undressing in Mall Changing Room, Police Say

NEW SPRINGVILLE — The man accused of slipping his cellphone under a J.C. Penney changing room door to film a woman undressing inside was arrested Tuesday, police said.

Samuel Cruz, 66, was arrested and charged with unlawful surveillance for recording the woman inside the Staten Island Mall earlier this month, the NYPD said.

The 35-year-old woman was undressing in a changing room at the J.C. Penney in the Staten Island Mall, at 2655 Richmond Ave., at 7 a.m. on April 1, police said.

While she was inside, Cruz began recording the woman, police said.

The New York Daily News reported that Cruz turned himself in after he saw surveillance pictures of his face on local news reports.
