UPPER WEST SIDE — City Councilwoman Helen Rosenthal held her third town hall Monday night, taking questions from constituents at an open forum inside the Brandeis High School complex on West 84th Street. 

In addition to fielding questions submitted ahead of time and from audience members, Rosenthal invited representatives from 17 city agencies — from the Department of Health to the NYPD — to take questions, as well.
