
NEW YORK CITY — More than 1,800 apartments will become rent-stabilized after their landlords opted for a tax benefit program that requires them to provide their tenants with rent-stabilized leases, officials announced on Thursday.
An investigation from Attorney General Eric Schneiderman found that at least 2,332 units across the city should have been rent-stabilized because their landlords have been receiving lucrative tax benefits under a New York Real Property Tax Law, known as the 421-a law.
Of those, 1,823 units are in the process of becoming rent-stabilized after 111 landlords agreed to resolve their violations, according to Schneiderman's office.
Additionally, the attorney general reached settlements with 18 landlords, forcing them to pay fines and to bring 408 units into rent stabilization.
There are still 52 landlords who are in violation for failing to rent stabilize 509 units covered under the law. They face private litigations from tenants and possible revocation of their tax benefits if they do not comply, according to the attorney general's office.
“Landlords of rental buildings who accept these tax incentives must follow through on their end of the bargain and offer rent-regulated leases to their tenants. That’s a central benefit of the 421-a law,” Schneiderman said. “The return of these apartments to rent stabilization will not only bring economic stability to the families that occupy them, but also honor the spirit of the law as it was intended,” he said.
The state's Division of Housing and Community Renewal and the city's Department of Housing Preservation and Development are the primary enforcers of the 421-a law.
Both agencies did not immediately respond to a request for comment and could not provide a timeline for when the apartments would become rent stabilized.
