MORRISANIA — A man was arrested for keeping four starving pit bulls inside his basement, police said.

Two adult pit bulls and two pit bull puppies were found in the East 163rd Street basement of 28-year-old Orlando Parrilla on Thursday evening in the 42nd Precinct, police said. Although he claimed to have fed them a few days ago, the dogs were extremely skinny and malnourished, according to the NYPD.

Parrilla was arrested and charged with animal cruelty and three counts of torturing animals, police said. The dogs have been taken by Animal Care and Control, police said.

ACC did not respond to request for comment.

Parrilla had nine prior arrests, including for criminal sale of marijuana, police said.
