STATEN ISLAND — A violent ex-convict was back in handcuffs Wednesday for shooting a Dongan Hills man during a minor argument Monday night, officials said.

Delano Hubert, 29, was standing outside 235 Jefferson St. in the Berry Houses about 8:40 p.m. when Cesar Augusto Sanchez, 20, asked him, "What are you looking at?" an NYPD spokeswoman said.

Hubert, who spent close to five years behind bars after being convicted in the death of an 18-year-old in a 2005 drive-by shooting, felt Sanchez was disrespecting him, so he drew his gun and shot Sanchez in the head, officials and sources said.

Sanchez was taken to Staten Island University North Hospital where he died from his injuries on Wednesday, police said.

Hubert, whose last known address is in Longwood, in The Bronx, was arrested by the Staten Island warrant squad at 9 p.m. Wednesday inside a New Brighton home, according to the NYPD.

He was indicted Thursday on charges of murder and criminal possession of a weapon, prosecutors said. He was remanded back into custody and due back in court on Oct. 28, prosecutors said.

Authorities said Hubert has been arrested seven times before, including once for murder.

In March 2002, Hubert was arrested for criminal possession of a controlled substance, followed by a June 2002 weapons possession arrest, police said. In March 2004 he was arrested for criminal possession of a controlled substance, and in September 2004 he was arrested for weapons possession. He was arrested yet again for drug possession in July 2005, the spokeswoman said.

On Sept. 6, 2005, Hubert shot and killed Joseph Lopez, 18, during a drive-by across from the Berry Houses, sources said.

Hubert had been feuding with Lopez because he believed Lopez was stealing his drug customers, according to the Staten Island Advance.

Hubert managed to plead his way down to a lesser charge of manslaughter for Lopez's killing and was released from prison in 2011, according to a source and prison records. Prosecutors offered Hubert the plea deal because a key witness, the victim's brother, refused to cooperate with authorities, which hindered their case, a source said.

In November 2012, a year after he was released for Lopez's killing, Hubert was arrested yet again, this time for assault, police said. Details on that incident were not immediately available.

Hubert was supposed to be on parole until 2016, but he "absconded" from oversight, according to records.
