Man Shot Dead Outside Harlem's Rangel Houses

CENTRAL HARLEM — A man was shot to death outside Harlem's Rangel Houses Monday morning, police said.

The victim, 21, was shot in the neck and torso in the rear of the complex on the Harlem River Drive just after 6 a.m., the NYPD said.

He was pronounced dead at the scene.

Nobody had been arrested as of Monday morning, police said.
