FBI Searching for Two Members of Queens Auto Shop Heroin Ring: Officials

QUEENS — This Queens garage was a hub for a heroin ring, officials say.

The FBI is hunting for two fugitives who federal agents say were involved in a heroin trafficking ring operating out of a Richmond Hill auto repair shop, authorities said Tuesday.

Arturo Villa, 37, known as A-Rock, and Emmanuel Ramos, 28, known as Manny, were involved in a ring called the Flock Organization, the FBI said.

The group was importing and selling heroin and cocaine in New York and Long Island, the FBI said.

According to published reports, the surveillance operation began in April 2012, leading to federal agents arresting seven of nine group members last August.

The ring allegedly used Fresh Start Auto Repair and Tire Sales shop, on Atlantic Ave. and 102nd Street in Richmond Hill, as a cover for their operations.

The Flock Organization was named after the alleged leader of the group, Robert Flock of Brooklyn, who owned the auto repair shop, authorities said. 

According to the FBI, Villa, described as 5-foot-5 and weighing about 180 pounds, has ties to Ozone Park and Woodhaven as well as to Pittsfield, Mass. and Erie, Penn.

Ramos, described as 5-foot-8 and weighting 190 pounds, has ties to Brooklyn and Forest Hills.

Both men speak English and Spanish, according to the FBI and are charged with conspiracy to distribute heroin.

“We encourage anyone with information about Arturo Villa or Emmanuel Ramos to pick up the phone and call their local FBI office,” said an FBI spokesman, Christos Sinos.

The auto shop could not be reached for comment.
