BEDFORD-STUYVESANT — Police have charged a man with robbing and raping a 23-year-old woman outside her Bedford-Stuyvesant home last month.

The victim was outside her home near Ralph Avenue and Decatur Street about 6:30 a.m. on Feb. 24 when police said Richard Scott, 29, of Bedford-Stuyvesant, grabbed her by the neck, robbed and raped her.

Scott, who police said does not know the victim, choked the woman before running away, police said.

Scott was arrested on March 4 at 11:50 p.m. in the confines of the 77th Precinct, which covers northern Crown Heights and Prospect Heights, by the Brooklyn Special Victims Unit, police said.

He was charged with rape, robbery and criminal obstruction of breathing, police said.
