DOWNTOWN — Police are looking for a man who allegedly raped a woman and then threw her over a second-story railing at a pier near the South Street Seaport early Monday morning.

Jackie Barcliff, 44, assaulted the woman about 2 a.m. on Sept. 10, and threw her from the elevated level of the pier, leaving her with a broken pelvis and causing other serious injuries, according to police.

Barcliff was arrested last December for an alleged assault in front of Liberty Plaza, officials said.

He is described as being about 5-foot-8 and 230 pounds.

The upper level of the pier, which is about 25 to 30 feet above a seating area, is open from 8 a.m. until dusk.

Anyone with information regarding this incident can call Crime Stoppers at 1-800-577-TIPS (8477). You can also submit a tip by logging onto the Crime Stoppers website at www.nypdcrimestoppers.com or by texting 274637 (CRIMES) then enter TIP577.
