CB12 to Review Bike Lane Resolution at General Meeting

UPPER MANHATTAN — After initially saying Community Board 12 would wait until September to vote on a resolution regarding bike lanes in Northern Manhattan, the board’s traffic and transportation committee announced it would ask the full board to consider a resolution ahead of summer recess.

The decision came after the committee infuriated bike advocates by telling them at this month's community bike forum that it could not move forward with a resolution before the board's general meeting on Monday, June 28, because of procedural issues.

CB12 chair Pamela Palanque-North said she decided to allow the resolution proposal to go forward after the chair of the committee approached her with the idea.

"They may get a vote of approval at the committee meeting, but [I'm] not sure," Palanque-North wrote in an email.

The content of the resolution is yet unknown, but the board has asked community members to turn out to voice support or opposition to the lanes.

"Your input in the voting process will be greatly appreciated," read an email from CB12 to select recipients, and obtained by DNAinfo. "We look forward to your participation."

The previous announcement of the delay until September had frustrated many of the bike lane supporters who attended the meeting on June 16, which took eight months to plan.

"At this point I question whether you are serious as a board or is this meeting a bit of a show," said Brad Conover, a spokesman for the uptown biking advocacy group Bike Upper Manhattan, during the meeting.

During that meeting, committee member Mitch Glenn said the board could not commit to specific tactics or locations for bike safety improvements, but assured the group that unanimously supported improved bike lane measures that the committee would advocate for general improvements to be implemented after a city study.

Community Board 12’s general meeting will be held on Tuesday, June 28 at 7 p.m. at the Columbia University Medical Center Russ Berrie Science Pavilion, 1150 St. Nicholas Ave., between West 167th 168th streets.
