UPPER MANHATTAN — As talks heat up over a developer’s plans to build skyscrapers in Washington Heights, officials plan a forum to educate residents on the intricacies of city land use regulations.

Organizers say next week's "Land Use 101 Workshop" would not explicitly target a controversial plan by Quadriad Realty’s plans to build two to four 22 to 37-story skyscrapers on Broadway and West 190th Street.

But there's no doubt the proposed development has raised community interest in zoning and the need for affordable housing.

Quadriad chairman Henry Wollman has said his firm would have to build four skyscrapers, which would need land use approval, in order to include middle-income affordable housing.

An alternative plan, which would include two shorter buildings and would not need land use approval from the city, would be sold or rented at market rates and would not include an affordable housing component.

Organized by Manhattan Borough President Scott Stringer and a coalition of Northern Manhattan elected officials and Community Board 12, the meeting will discuss height limits for developments in the neighborhood as well as how zoning impacts development projects in the area.

The workshop will be held on Wednesday, June 1, 6:30 to 8:30 p.m. at 54 Nagle Avenue, between Broadway and Ellwood Street.
